I believe that TBD should be renamed Gurenshi. I have asked the Naming office to post an intruction confirming this.

Build Queues:
Epolenep: Horse, Horse, Library
Regent Town: Courthouse, Worker, Worker, Aquaduct
Manchai: Temple, Harbor
TBD/Gurenshi: Temple, Walls
Any new, captured, or culture flipped towns: temple
note: The court for Regent Town cannot be selected until it is first removed from a later location in the build queue. Alternatively, it can be selected by right clicking on the city and choosing to change production.

Micro Management Laborer Relocation:
Regent Town: move laborer working Roaded Plain to Roaded, Irrigated Plain
TBD/Gurenshi: move to tile that is currently being improved by workers

Suggested Worker Actions:
Hairando is largely unimproved, so we will build 2 new workers with suplus population/food to help improve the province.
Worker 1: Currently Roading near TBD: Complete Road (2 turns) and build a road through TBD to Rome Border: Move NE(1t), Road (3t), Move NE, N (1t), Road (3t), then back to Irrigate: S, SW, Irrigate (4t)
Worker 2: Currently near TBD: Irrigate (4t) current tile and then move to improve Regent Town: Move W, S, SW (1t), Road(3t), Irrigation (4t)
Worker 3: To be built in Regent Town turn 5: Move to chop forest near Epolenep: NW, W, NW (1t), Chop (10t, later 6t), Irrigate (2t)

Firstly, I shall define a list of Cities that will gain Happiness if Lux is set to 10%: Fanatikku(2), Epolenep, Zojoji, Odawara, Shorin-Ryu, Corrino, Osgiliath, Klingon, Sto'vo'kor, Windurst.

Slider Settings
Science: Maintian the highest level of Science while maintaining non-negative GPT. If there are multiple levels with the same effect, take the setting which gives the most GPT.

Luxury:
For Cities on the Happiness List:
For the First City on that List to go into Disorder, create a Taxman/Scientist (DP Discression)
If a Second City goes into Disorder, return the Tax/Sci in the First City to Standard Labor and Set Lux Slider to 10%. Science may be reduced by 10% ONLY IF Science was formerly at 60% or higher.

For Cities NOT on the Happiness List: Make a Taxman/Scientist (DP Discression) per City in Disorder. (EDIT: This Includes ALL Occupied Cities, regardless of Roadnet Status.)

In one turn, switch forest to flood plain; after growth, switch flood plain to forest and switch the new laborer to forest if he/she wasn't already there

Sto'vo'kor:temple, courthouse, harbor
In one turn, switch coast to flood plain

Windurst: harbor, courthouse

Pete: temple, courthouse, harbor

Bentropolis: courthouse

New cities should start production on a courthouse, spearman, or temple, up to the DP's discretion (it doesn't really matter because it won't finish this turnchat anyways)

Perhaps my intructions were misinterpreted or misunderstood from last TC. We were to finish Fanatikku and Zojoji's current production and then start building the Hanging Gardens in Fanatikku and a palace in Zojoji as pre-builds. I ask now that you start both of those this turnchat. I will also inform Zarn in the Govenors thread. Perhaps last time I didn't get the message clear enough.

City Naming Office Instructions

TBD should be renamed Gurenshi.
En'Gha/R'yleh should be renamed En'gha.

Any newly founded or captured city should be named with the first name on the next line in the City Name Registry (http://forums.civfanatics.com/showpost.php?p=2057688&postcount=2), except where there is a /. If there is a /, use the name that is most appropriate according to the note in the paratheses following it. Do not rename any city containing a wonder, capital, or that took an exceptionally long time to capture (a poll on these will be conducted soon).

What we are prebuilding: Errrr.... That's Culture call, so what Culture says concerning those two cities, goes.

Zojoji laborer: Move from mined grassland to forest

Mayor's Request: Cyc- Irrigate the wheat tile near Zojoji and tiles required to irrigate it (Cyc mentioned irrigating from Shorin's river); Mine the hills around Zojoji

Blackheart has returned, but given me permission to post instructions for this turnchat. These will be invalid if esteemed minister Blackheart chooses to override them by posting instructions to the contrary.

Embassies
Establish an embassy with France. Do not establish any other embassies this turnchat. The Ministry for Domestic Affairs has further information regarding this.

Foreign Relations
This is the tricky part. Following an official vote change we have a tied poll between declaring war on the Romans now, and declaring as soon as we have Samurai. It is Blackheart's right to cast the deciding vote, and he said

To arms to arms!

It is obvious from the citizens' comments within the poll, that the preferred sub-option from option 1 is to declare war as soon as possible.

Declare war on Rome as soon as Provolution or a representative from the Department for State Sponsored Violence indicates that the swordsmen are in position and they are ready for war (this doesn't necessarily have to be this turnchat). Before declaring war please ensure that none of our units are inside Roman territory.

If we do declare war and the evil Romans manage to capture 2 or more of our cities, please stop the turnchat.

Maintain existing relations with all other nations. If a nation other than Rome declares war on us before we declare war on Rome, do not declare war on Rome. If any of the following nations (France, Zululand, Iroquois, Babylon) declare war on us after we are at war with Rome, please stop the turnchat. If a nation we discover from the other continent declares war on us after we are at war with Rome, please proceed regardless.

If the Romans start nosing around in our territory before we declare war, ask them to leave, as long as their units (ie that archer and the warrior) aren't threatening Bentropolis. I leave that to the discretion of the DP.

Building qeues:
Odawara: Spearman -> Spearman -> Spearman -> Courthouse
En'Gha/R'yleh: Library -> Barracks
Shorin-Ryu: Swordsman -> Swordsman -> Horseman -> Horseman
Corrino: Library -> Barracks -> Spearman
Worker allocations:
Group of 3 workers near Shorin-Ryu to mine and road hills Shorin-Ryu is using. Then irrigate and road plain north of Shorin-Ryu.

Worker south of Shorin-Ryu (currently mining desert) to be immediately moved to irrigate tile SE of Shorin-Ryu. That tile should be used by Corrino to increase its growth rate. Then clear the forest 2 tiles south of Shorin-Ryu.

Group of 3 Workers mining desert near Odawara to be immediately moved to roaded hill near En'Gha/R'yleh. Mine and road 3 hills En'Gha/Ry'leh is currently using.

Laborers:

Odawara: Switch laborer from desert tile to plain tile.
Corrino: Switch laborer from one of the gold hills to plain tile WHEN Worker irrigates it (NOT before).

Subject to change until start of turnchat.

I'm going to modify my deputy's instructions.

If Provolution or no one else from the Ministry of State Authorized violence has posted any instructions by the time the TC has started, declare war immediately and I would like to use Cyc's preliminary battle plans, but thats up to the DP. If Provolution/Civanator does post or either Provolution/Civanator attends the TC, listen what they have to say and declare war when the military is ready. If they do attend the TC and a battle plan is not produced declare war as soon as troops are in position.

We have declared war on the Romans, but our initial attack failed. The turn after we declared war, Rome and Babylon signed an alliance against us. Bentroplis' 3hp warrior nearly lost against a 4/4 Roman warrior (redlined), but came out victorious and defended the city! A road is almost connected there. We have some workers in danger, too.
