You can start by reading the Creation & Customization Tutorial Forum (http://forums.civfanatics.com/forumdisplay.php?f=57) for help in many areas of scenario building.

Welcome to the fora Jock/Civjunky :D
How to make units is very hard to explain, depends on what you want to do, do you want to create new units by making 3d models and animating those, or just make changes to existing units or....
One thing you'll certainly need is Flicster (http://forums.civfanatics.com/showthread.php?t=10208), I suggest installing it and fiddling around with it a bit (try to make a unit without it's head or something).
WARNING; it's a lot of work and can/will get on your nerves :D
If you want to edit the way the game works, you should copy paste the "conquests.biq" in the "civilization\Conquests" folder, open it, and have a look around in there. For PTW or vanilla civ it should be analogous.
If you have a problem, first try to see if it isn't explained in the "Civ3ConquestsEdit.chm", the helpfile for the editor. If you still have the problem, ask here, people WILL answer it very quickly if it's a specific question :)
(in the editor you can do all sorts of things like adding techs, adding units, changing rules etc etc...)

If you're just downloading units that others have created and adding them to your game, I'd recommend Flc2Gif.exe, I think it's here:
http://forums.civfanatics.com/showthread.php?s=&threadid=31847
Nice little program for viewing the flc files without doing all the work needed to get the unit into a game to see (especially in Conquests!). Some units aren't that great and its disappointing to do a ton of work only to realize your tank shoots a laser beam or your infantryman looks like a lego soldier.
If you're trying to create your own units, tech advances, etc. from scratch, there are a number of good tutorials on this cite.
Here is my own recent correspondence on adding techs (via Kraken's tutorial):
http://forums.civfanatics.com/showthread.php?t=103632
The files posted by MaisseArsouye were very helpful, though I'm still not finished... still doing some background work.
I haven't even tried units yet, frankly, there are so many good units between this site and cdgroup.org that I haven't felt a need to learn this process yet.
Good luck!
