a very interesting form of gov't throughout the ages has been the confederacy... america started out as one... so did switzerland... so did the south during the american civil war...

i propose that something along these lines is created... but not as a form of gov't per se... but as an agreement between sovereign nations (like MPP and ROP), since that is what a confederation is... 2 or more nations that group together for mutual protection and give up certain "rights" that are theirs for the "greater good" of all the nations and themselves...

this is how i envision it working... i am a smaller nation and there is a large nation that is controlling much of the world... i offer the "confederacy pact" to my neighbor and he accepts... we now have the same effect as a MPP and and ROP... but there would be more... and here is where the difficulty might come in implementing this...

i would want a "federal level" added to rule over all participating gov'ts... they would levy a tax on the gov'ts within... each nation would have it's own military units, but the federal gov't would also have it's own... maybe even designate a city from the 2 or more nations to become the "federal capital"?

the federal gov't would from then get certain rights... it could be set to one formula, or maybe allow for people to control what soverign rights they give up... some possible examples would be to:

1 - the feds gain right to declare war and peace.
2 - the feds gain the right to trade with other nations... all resources and luxuries now affect all nations in the confederacy.
3 - the confederacy would share all techs...

i'm not really sure what others... but it would make for an interesting ending to the game when your nation gets huge and a bunch of computers start to band together to defend themselves against you...

also not sure how it would work with gov't types... would a communism and a republic be able to join a confederation together?

what y'all think?

Excellent idea! Too bad ours didn't work out.....but that is a really good idea. It's actually easier to implement with the AI then most of the other things suggested in this forums. But, if two relatively equal Civs were to merge, who would control?

hmmm... i was thinking that neither would control the feds? or maybe have a "senate like" thing where each participating civ votes on each action?

for example... in a 2 country confederacy... i could propose an attack on the Egyptians... but if the other civ says no then it's a no-go.

but if it was a 3 country confederacy and i proposed to goto war with the egyptians... if one of them said yes and the other said no... then it was off to war...

that could also possibly be how the "break ups" of a confederacy would happen... if a civilization gets ticked off at the other for not going along with something they might get the option to disband? i don't like the idea of being able to disband for whatever reason you want... i would like to think of it as more of a "permanant" thing than an MPP or ROP... something that would require something relatively big to break up...

What, get all the civs under a confederacy and rule them all? Sounds like an amalgamation between domination and diplomatic to me. But then again, why not?

hehe... that sounds like fun :-) i would imagine it would be hard to get nations to join though... since the main factor to join would be for survival against a larger nation...

i just hope that Sid likes it and that it's implementable :-P it's something that i've dreamed about since civ 2...

i actually used to play with my buddy similar to this... we'd strike an alliance from the beginning and just play as 1 country that had 2 sovereign parts... i would usually do the science (i was best at it ;-)) and he would do the majority of our military... and he'd fight my wars for me and i'd give him free science... i know it's a bit of cheating, but it made for a fun game at harder levels :-P
