After looking at all the posts people have made in the Mods section, i was wondering what the possibilities are when making a custom scenario, for example a WW2 one or American Civil war, etc.

I had both of these for CIV II but from what i've read and from looking at the Mod maker thingy i cant see any way of actually laying cities or placing units. Is this at all possible and if so has anyone used it?
