Why not after X amount of turns have a colony turn into a city with a zone of control?

Historical examples:
British colonies becoming australian territory
Spanish colonies becoming south american countries.

I've thoght about this too, and the reason I came up with is that regular settlers would be better than colonizers. I wouldn't mind seeing forts turn into towns (with walls) though.
