This might start to get confusing, but you should be able to own multiple countries and control them with two different types of government like the British did with Canada.They had a different government system but they were still under British rule.You'd have the same military and colour just a different government and maybe different civ abilities.

A conquered country. You destroy a country then you can give their remaining cities a different government. Don't know why you'd want to, or maybe you could even release them from your nation, if they haven't lost their culture, so they then act like an AI that is totally loyal to you. That'd be sweet.

I just think it would be cool to have one nation with a facist government so you can use them to fight wars,and another with a democratic government that you'd use for production and commerce.

or also like the English and the 13 colonies. your 'second faction' could also revolt and become an independant nation.

Assuming you could transfer funds and/or units between them without penalty, this would get very ugly.
