Itakaji's governor has not yet shown up, so as a citizen I would like to request that you investigate and poll for infrastructure rush requests for this province. I have requested that the President appoint me as deputy so that build queues can be ordered. I have also started a citizen's discussion thread on these builds and rushes.
Rush requests (every other turn when we have some shields in the bank). Short rushes may work in some of these rushes on turn 1 and later. DP has discretion to delay some rushes where a short rush will complete the build within 2 turns:
Turn 0: Aquaduct in Ominato (144G, save 4 turns with growth immediately); Factory in Wakashio (660G, saves 10 turns)
Turn 1: Factory in Baldur's Gate (saves 12 turns; short rush via Uni?); Factory in Roma (saves 7 turns; short rush via Uni?); Factory in Yatta (saves 10 turns)
Turn 2: Factory in Port Solema (saves 22 turns); Harbor in Ominato; Library in Wakashio
Turn 3: University in Baldur's Gate; University in Roma; Library in Yatta

OOC: in my personal games I would spend nearly all my cash rushing these improvements every other turn.

Aqueduct for 144g in Ominato approved. Could you list prices and turns for markets, universities, and libraries? As for factories, 4400 g is a little steep so all of them will not be rushed, only the ones that are likely to become high producing cities, so could you list which will too (become high production cities)?

As for the factories, each of the cities listed are already highly productive cities with current raw SPT of 15-20+. Port Solema is the only exception here in that it needs to grow 3-4 more population before it could work all of its hills and mines.

Stamp of approval means no poll needed since the ammount is not large enough to poll. Which approvals/disapprovals do you want to be polled?

On that you denied was for a prior turn-chat, so I won't bring that up. The one that you approved is for the investigation of cities. Its not that I specifically disagree, but instead feel that there should at least be some discussion on the matter as I don't know what benefit we will get by these investigations.

Ask for the sky and negotiate from there is my motto. What good is all the money if we don't spend it. The minimum I think we should spend is for the Aquaduct and 4 Factory rushes (Yatta, Roma, Wakahio, and Baldur's Gate). This is about 3700G so I guess we should poll this.
If you prefer we could do a big multi-option poll for which rushes people approve of. I could set this up with your blessing (and authority) if you would like (I would post the suggested poll here first).

Ok, you can set up the suggested poll with the authority of the FCC and CIA. I would be happy to approve most of the other rushes, but with war on the horizon and a lot of our income going out the door, I am hesitant to rush factories.
Provolution Dec 08, 2004, 12:11 AM I am certain we need our factories more than any, and with the 3200 upgrade, The MSAV is in good shape. I fully back MOTH here, Itakaji should have been rebuilt ages ago.
Itakaji is the Eastern Germany or American Deep South of Japanatica. I would go for the 3700 upgrade for max impact, then also consider the French border and the Iroqi border.
Please add in Tonawonda to this equation.

Thread Commentary:
This is being posted by MOTH with the approval and authority of the Domestic Ministry.
DP will have discretion to "short rush" any of these improvements where the build will be completed within 3 turns. I think this only works in Roma and Baldur's Gate as they have the University available towards the short rush (and maybe Yatta if there is something else available that will get close (Colosseum?))
Interpretation of the Poll:
Part 1: any option receiving at least 50% of the vote will be approved (but not necessarily funded).
Part 2: Any vote for a high amount will be considered approval of each lower amount. The highest amount that has 50% approval will be accepted for funding. Ex: 10% vote for 5000G, 40% vote for 4400G, and 45% vote for 2000G: 4400G would be approved.
Part 3&4: Comments posted will be considered when determining overall results.
blackheart (Domestic Minister) has suggested an amount of 2000G should be approved.
Provolution (as Military Advisor or a citizen?) has suggested 3700G should be approved.
MOTH (concerned citizen) asked for the moon (even more than listed above) but has retracted this to 4400G for all factories and the aquaduct.
Provolution Dec 08, 2004, 08:15 AM I will propose that as MSAV, since we need to balance out Northern Kitakinu, Culture in Minami, Tonawonda and save some gold for diplomacy and espionage. We also need a strategic financial reserve. From my estimates, 3700 will make a higher input and output ratio.

Denied. Even if Tonawonda's culture to gain another level, Babylon's cities' cultures would still grossly outmatch it.
