Provolution Nov 30, 2004, 08:58 AM I got two urgent Cultural Warzones. Primarily, towards France, as we got a longer border, and secondarily to our junior neigbor, Iroq.
Ashburnham Nov 30, 2004, 09:45 AM I agree that the French border (particularly Tugula) is an important zone for Culture. The Iroqouis border, while still an area to keep our eye on, is considered much less of a Cultural threat. However, we would like to see the cities of Cumae and Oil Springs strengthened culturally (do we really need to be producing more workers?).
Provolution Nov 30, 2004, 10:22 AM I think we lose Iroq, if we do not produce more culture there. Historically, starvation and conscript labor is the dictator solution. I prefer more culture and assimilation.
I would say both Kagemusha and Tugela are critical spots here.
Curufinwe Dec 02, 2004, 09:41 PM I definitely agree with provo. If we are to be a game of democracy, and as well challenge our ability as players, why not pose some limitations upon ourselves. For example, no "dictatorial" actions? What does everyone think?

Curufinwe Dec 04, 2004, 02:08 PM What I mean is in Civ3 terms. Pop-rushing, non-democratic governments, etc. I play under certain restrictions, varying from game to game, to offer a certain variety and added challenge, without going up a level in difficulty. It's of course entirely optional, and I'm merely suggesting something.
Cyc Dec 05, 2004, 11:16 AM Minister Ashburnham, as Mayor of Zojoji, I again request that our great city be allowed to build the Great Wonder Universal Suffrage. I feel our city would be put to much better use building a Wonder than producing Wealth.
Ashburnham Dec 05, 2004, 02:39 PM Of course you're city is a likely contender for this honor, Mayor, but you must understand the MoC will be looking into all possibilities before coming to a final conclusion. Rest assured that the shining city of Zojoji is always high on the Ministry's list when it comes to Wonders.

If you are referring to this poll (http://forums.civfanatics.com/showthread.php?t=104320), taken by former Ministry MOTH, you will see that the people voted 10 to 9 for building the Wonder. They simply couldn't decide where. I am interpreting this poll to mean that the people want to see US built, and am currently holding a discussion to see where we should do so. If you would still like me to hold a confirmation poll, I would be happy to oblige, but the fact that several other nations have a head-start in building the Wonder makes me feel that speed is a necessity.

Honorable Governor,
If you check post #8 in the above mentioned thread you will see that I changed my vote before the poll closed, but no Mod ever updated the numbers. Also, this was a multiple choice poll, so the people had the option for voting for both cities but choose not to.
The final vote tally was therefore 4 votes for Osgiliath Only, 5 votes for Corrino or En'Gha, and 10 votes for don't build US.
I believe that we should have a confirmation poll for a new location, but I believe based on the prior vote a city should need to get 55% of the vote with a Code of Law quorum.

MOTH Dec 13, 2004, 10:40 AM Honorable Minister (got the title right this time),
I would like to bring to your attention that several civilizations now know Free Artistry. In regards to this I have 2 requests:
1. Regarding potential Wonder Cascades from Universal Suffrage: Could you look into about when each of the other 5 nations began their construction of Universal Suffrage so that we can estimate how many shields will be available to cascade to Shakespeare's Theatre?
2. Regarding Culture Wars: I would like to request that Epolenep's build of Battlefield Medicine be switched to Shakespeare's Theatre. I believe that this will complete Shakespeare's Theatre in 6-8 turns depending on Epo's MM.
Edit: Shake's will complete immediately at a loss of about 100 shields (but saving Shake's from a wonder cascade.
Edit again: I finally looked at the save. We have about 254 shields towards BM. It will be 4-6 turns if we switch to ST.
It looks like there is very little time before the next TC, so the polls approving these changes might need to be rushed.

Ashburnham Dec 14, 2004, 09:59 PM Well, actually Curufinwe, 19th century America can attest that universal suffrage is not required for democracy. But your point is well taken. Japanatica needs to be at the forefront of progress and equality if we truly want to be the leaders of the world.
Unfortunately, exact dates for when the other nations began US could not be found. But, a look at the 1425 save shows that we were the only ones building US at that time. Of the other cities building US, only Chartes and Moscow could possibly come close to matching Zojoji in production. I think it is safe to say Universal Suffrage is assured. As for possible Wonder spillover, if the plan shown in this poll (http://forums.civfanatics.com/showthread.php?t=107308) goes through, we will actually complete Shakespeare's Theatre before US. So there should be no worries about that.

To me, democracy at it's most basic involves majority rule and political equality, together simply as rule by the people. A government where women, racial minorities have no vote, the voting system is dominated either by self-serving oligarchs (the Senate of the time, chosen by the state legislatures) or by the undemocratic system of SMP in the HOR, can not be called democracy by any normal understanding of the term. Indeed, the United States can not be called a democracy today, as it is not "rule by the people". And, rule by the people needn't be direct. Basically, the USA has never been, and isn't, a democracy. And there are many countries that are democracies, such as Germany, New Zealand and Switzerland.

Greetings from the FAmily, i am sure you have hearded of me but up until now we have not meet on a offical bases. I am Nobody the Foreign Minister of Japantica.
I have come here to day to ask a favor of you. As you know our nation now has the technology of espionage, and as you also know our nation is currently involved in a war. So i come here today to ask you to bulid the Intelligene agency. As a wonder i think it is our responsability for such things. The Intelligency agency will allow us to see our enemys military, and therefore back up our soliders in the field with up to date intelligence. Also it could be usefull for the Cultural ministry, we could investigate citys and if another nation was about to bulid a wonder that you wanted, we could "sabotage" there production.
I thank you for your consideration and iam sure you will make the right decission.

It has come to my attention that another Governor has placed orders to build two of the small wonders. I am unable to find any discussion or polling on this matter, so I thought I would bring it to your attention.
I will also put in some conflicting build queues for my province with statements to defer to your instructions for overrides.

CivGeneral Dec 26, 2004, 01:51 PM I wish to apologise for placing 2 small wonders into my queues. As Ashburnham stated, the MoC has been in a bit of a disarray. I will imediately remove them from the queues in the next turnchat.
However, I do want to place up a recomendations for both the Pentagon and the Intelegency Department in order to correct the situation.

The feeling of the MoC is that, since Iron Works is such a specific and small Wonder, the choice of building it should fall to the major or governor. Normally, it would be standerd procedure to have a confirmation/placement poll; but since there is only one city able to build this Wonder I will leave it up to the governor's discresion.
