I play Civ3 version 1.29f, warlord level.
When I am informed that I achieved a Cultural Victory, the following message appears:

ERROR READING FILE
Missing entry in "text\PediaIcons.txt": LOVED_RACE_ROMANS

The game then crushes. I never had such a problem in the past. I had recently dowloaded and installed the patch Civ3v129f (9.91MB) in the Civilization III directory. Could the patch have caused the problem? Thank you for your help.

Try reinstalling. Sounds like something's messed up with your graphics. Did you mod it at all?

This is a pediaicons.txt error. Have a look in your civ3\text\ folder for a file called pediaicons.txt. I suspect that its either missing or empty. A reinstall should fix it.
