Hello! I play C3C, newest patch
My luxuries canīt be displayed on the city screen and the advisorīs trade screen. They are connected and inside the city borders.
Please help me.
(By the way: Is it normal that the map exchange in C3C is just aviable when navigation is researched?)

To your second question, yes.
To your first, can you post a screen shot? You can check the Civ3 faq in Civ3 GD if you need help posting a screenie here.

Sugar isn't a Strategic or Luxury Resource. It's a bonus resource, meaning you get the bonus to food, sheilds, and/or commerce if it's inside the 21 tile city radius. And your territory, of course.
I think in one of the Conquests it's a luxury resource, so it may show up in that one. But I haven't played any of them yet, so I'm not for sure.

No, no, even tobacco, jewels and the other luxuries wonīt be displayed.
Iīve started a few games right now since I bought Conquests and everytime the same.

Tobacco is another bonus resource. Gems should show up tho.
What patch level are you playing?
Uploading a save would be very helpful too.
