I usually take Vera Cruz, Villa Hermosa, Campeche, Havana, St. Augustine, and San Juan before I start chasing the Baron. This severely cuts down on the towns he can go to, so I can usually catch him in the tavern once or twice per game. It makes it much easier to deal with him.

What do you mean take? Do you mean take from the Spanish and give to someone else? who? I find the major badboys change nationhood all the time, thus allowing them the use of any countries ports - I would imagine. Am I wrong?

Boy, Your all over me...LOL...but, YES, I did manage to eliminate all the Spanish cities so maybe thats what happened.
