I have started to play Civ3 with over 7 Civs, but the foreign advisor screen only shows the first 7 civ heads. Is there a way to see the other Civs, so that I can detrmine war status et. al.?

Yes, there are two ways (at least for the latest patch).

In the top left of the Foreign advisor screen, you'll see a button (I forget the label, but it says "More" or "Other civs", etc. If you click on a civ (single click), then click on that button, you'll see a list of the other civs, and if you click on one, you can replace the leaderhead there with a new one.

Alternatively, you can press Shift + D, which will bring up a text list of all the civs you've met, and if you are at war or peace with them. From there, you can also initiate diplomacy.
