Despite building Cruise Missiles, working on Fission, all strategic resources needed in city box, Destroyer, Cruiser, Bomber or Fighter units do not appear on the lists. What am I missing as far as these types of builds? Thanks for your help.

What version (Vanilla, Play the World, or Conquests) and patch is this? Also, can you provide a save so I can check it out? Are you positive you have oil?
