Is there a way to edit the game so that you play without any fog of war so that you can see all the other civilization's units and all their moves?

In my current game Germany and Russia are fighting each other and I want to be able to see who's winning and all the battles!

Get a right of passage treaty from both countries, put some strong troops near their cities, and just wait. They probably won't attack you unless you are rich or always demanding something from them.

The game has DEBUG mode, which can be accessed in the Editor under scenario properties. You can also set it to "reveal entire map" which at least reveals terrain. From a current game - you'd need a 3rd party program (hack) to view battles....from a Customization point of view.
