Stick the contents in your Civ3/Art/Smallheads folder (remembering to back-up your originals first!!!!)
The idea was from Steel General :)

Well I'll see what I can do. I didn't actually create the smiley's but I might be able to modify them (i.e. add the emotions).

It was entertaining and kinda lighthearted, and it was actually nice that I couldn't tell which advisor was "advising" me... But it would still be nice if there were at least a version where each advisor has some color associated with it somehow... I'm not even sure I'd use it, it would just be nice to have as a possibility. =X
