As you know, you can cancel a MPP between two other Civ's, simply by doing the following:

Situation
0 - England and Germany have a MPP. You want to attack England but don't want to be at war with Germany.

What to do:
1 - Make an MPP with Germany
2 - Declare war on England
3 - Don't move your forces into England (or if they are there don't attack)
4 - England will sooner or later attack you
5 - When this happens, Germany will declare war on England
6 - You live happily ever after!

Alternative:
2b - Immediatly after you have declared war upon England, Germany should declare war on you.

Is this a bug? My opinion is that it is, because it doesn't make much sense.

It's not a bug but the way it was designed. An MPP protects whoever was actually attacked first.

MPP's are triggered by actually attacking units (or tiles), not by declaring war. Don't know if it is counted as an exploit though?

I agree that is more an exploit...

Exploit, bug... I need to learn those "technical" words!

By simply standing in an English tile at the end of the turn that war was declared, you are invading their territory; Germany will declare war on you. The only way your MPP plan will work is if England invades you first, be it fortifying on a tile under your control or actually attacking your forces. Note neutral tiles do not count to either side; battle/fortifying must take place inside one's territory.

Once, when I and China both had MPP's w/ Persia, they invaded me. When I attacked their unit in my territory the next turn, Persia declared on me.

This isn't a bug. It's one of the main features of the game.
