I've been reading the Civilopedia about Watchtowers and it says that a watchtower on a hill eliminates fog of war by 3 squares but when I build a watch tower on a hill it only gives visibility of 2 squares...

Flat - 1 square
Hill - 2 squares
Mountain - 3 squares
