These are Smilie replacements for the standard Civ3 advisors that were originally created by Steel General, and I simply converted the .PCXs. ;)
Just extract to ../Conquests/Art/Smallheads. Don't worry about backing up anything, since the folder should be empty.
Have fun!
EDIT: Here are some previews.

This is more like I wanted.

That would be very difficult...but I will look around and see what I can find to make some.

"Master of Temporal Fugue" indeed. Seems like you'd be the right one for the job, my man.
MY SUGGESTIONS:
Duplicating the original military advisor thru time would suffice, though to be honest, I always preferred the live-action one from Civ II, especially the middle-age happy one. (With love and wine, their eyes maintain… No complaints sire! :D )
The original Civ3 industrial middle age is just wrong: He ought to be wearing a blue-grey cap, or some other post-napoleonic uniform, not a ww2 helmet. The smilie ought to look like a Rifleman, is what i'm saying, maybe with a beard.
This is also the case for the ancient military head; he should be wearing one of those roman push-broom helmets, whatever they're called. That would look sweet on a smilie, too! I also feel that desert camo for the modern smilie would be best, just like for Civ 2 and 3, and that dark colors were avoided because it's camo, after all; you can't see any detail.
Science could easily be copied from the existing heads. Horn-rimmed specs with tape on the bridge and a pencil behind the ear would be an improvement over the 'surgeon,' in my opinion. After all, as some surgeons will tell you, medicine isn't an exact science; a good portion of it is artistry.
Culture could go either way. On the one hand, you have four classic images of Elvis to use, on the other, you also have ancient greek drama and comedy masks for the ancient era, a court jester for medieval times, charlie chaplin for the industrial era, and then elvis for modern times.
As for domestic, foreign and trade, nothing iconic pops to mind, because I couldn't even recognize Henry Ford on sight, and a Bill Gates smilie would look too much like my science ideal. A Donald Trump smilie would be hilarious, though. :)
