One of the things in Civ3 that pissed me off was the inability to move food and shields around your empire. I would watch as a new city making 2 shields struggled needlessly while the city making 20 but 4 squares away got rich and productive. Why can't I move some shields every turn into the poor city?

So, my idea is to be able to trade shields between cities with road/sea connections, and to introduce a Frozen Food technology in Industrial that allows the same with food. Any thoughts?

i don't think you should be able to move shields, but you should be able to move food. i liked the freights in civ 2, which can help supply a starving city. this to me was very realistic and made it easier to keep a city from starving.

Why not? Surely you aren't saying that the movement of raw materials over long distances is unprecedented in ancient history. Maybe there should be a cost for movement though.
