It would be fun to be able to issue edits like in Tropico. (unlike wonders such as universal sufferage) They could be enabled by different forms of government, new techs or even era advances. They could cost money or even population with effects on happiness, corruption, productivity, war weariness. Lots of variations. Examples might be:

Declare religous freedom or persecution for that matter
Laissez-Faire
War on Terror
Legalization of drugs/prohibition
Roman Citizenship
Jihad
Abolish/establish Slavery
Labor unions

If I understand you correctly, you can already do much of this in the CivEditor. This can be used to create a new "senerio" but cannot be done in the middle of the game.

Yes though some of these could be intrinsic parts of certain government types or the passing of some of these could have a knock on effect on your type of government.

for example:
free market capitalist democracy --> passes mixed economy/welfare state --> becomes social democracy (+happiness, -wealth)
obviously the legalisation of drugs would have +happiness (or perhaps even +wealth (more taxes, less unnessecary police/legal measure/government propaganda) but -production. it would also weaken or end the effect of the drugs trade on your nation, the concept of which a great mind suggested in another thread. ahem.
