I created a scenario that had 9 luxuries in it and I was fed up with the ugly graphics. The zip attached has a new background file for the city screen and a txt file with instructions on how to remove the word POLLUTON from the city screen. The zip also has the modified lables.txt file. What exactly was edited was: background file was edited to move down the line that seperates lux. from pollution. And the word pollution was removed. Pollution symbols should still work correctly on the city screen; however, I have not checked that out as of yet. I think 9 lux is the max without having them overlap the pollution symbols. Next post has a screenshot. Enjoy.

How many happy faces is the 9th luxury worth after a marketplace is active? Is it 4 like the 7th and 8th luxury or is it 5 like the mathematical progression would suggest?

I think 9 lux is the max without having them overlap the pollution symbols.
If you got rid of the Luxuries header as well, you'd be able to get 10 in the space.

I don't think that that would work as the game positions the first Luxury at hardcoded co-ordinates and the rest just follow.
