This, I should think, would be both easy to make and would look very nice:
I'd be interested a in title screen for CivIII made out of the Scredits.gif from CivII MGE. It's a nice image, one that I believe captures the essence of the Civilization series, and it would lend itself to such a project, I believe.

Creation & Customization is the appropriate forum for anything related to changing the current version of Civ, with sub-forums for completed projects. Why Rufus doesn't tell you this, or isn't warmed for spamming that picture is beyond me.
