How do you foresee this relationship working? How much (if any) will the decisions of the DoI affect your choice of city placement? I will work with the DoI to find the easiest way to optimize our infrastructure, however my decisions will be more strongly influenced by other factors, i.e. resources, luxeries, and terrain. #2. I don't see why not. I would, through a culmination of each possible sites effects/costs, find the best possible choice and rank them as such.
