Consul MOTH,
We urgently need a long-term plan for dealing with happieness of our citizens. Should we buy their happieness by spending from the treasury for entertainment, assign laborers to be entertainers, or station military units to serve as police? Time is of the essence, our fair city will riot if the situation is not taken care of, so the Governor and Commerce Director need your input.

In fact - this point needs a poll for the medium term, and could be posed like this,
The President is responsible for maintaining minimum happiness to keep any city from rioting in the Ancient age by spending from the treasury, unless otherwise specifically instructed through the domestic office.
We cannot allow cities to riot because the president does not have the mandate to prevent it. Therefore I would vote "YES"

Dear Consul MOTH,
It is time to start consideration of which advanced government we want to switch to. This will need to be coordinated with the Consul of External Affairs (determination of what impact possible wars may have based on government, as well as support costs), and the results are needed by the Consul of Resources and Technology to make a long-term tech plan for the time after the short-term philosophy plan ends.
