What kind of program do you use to make/modify .flc files? I want to make some of my own leaderheads (I hate the way all the in-game leaders look so stupid and cartoony) and I love the ones that crazyroach made (I use Clinton, Bin-Laden, Stalin, Hitler, and Tony Blair) but I want to add Saddam Hussein (Babylon), a more serious looking Mao Tse-Tung (China), and some others.

You can use Blender, to creating (editing) nif files, what is animate, or you can enter DDS textures, but they aren't animate.
Read "Ekmek's guide to make leaderheads", and you will be know, how to use Blender!

Ummm no, this is Civ3 forum.
To make 2D leaderheads, you can use Animation Shop, it has a free trial. It's fairly easy, you just need to copy the still 2D image of proper size and make a 3-frame long FLC with a special palette with 2 last colors replaced with magenta...
To make 3D leaderheads you can use any 3D program to make & render the graphics (then convert it to FLC in Animation Shop) - for practical purposes that "any 3D program" is pretty much always Poser.
