Oversees long term

However, for the time being I prefer to be a citizen without portfolio and to hold no office. Therefore I must decline the nomination.

DaveShack Mar 25, 2005, 09:49 PM For reference, my questions are based on this high level job description. This position is tasked with determining the people's will on overall objectives for our existing holdings and the land inside our sphere of influence, and then implementing those decisions.
1. How do you percieve the distinction between long term policy and short term tactics, with respect to planning for our cities? In other words, where would you draw the line between this position and the governor's position?
2. Should our cities be categorized by the types of things they will produce? If yes, what categories would you propose?
3. Do you think our elected leaders should propose their own plans as the presumed national plan and then adjust according to citizen input, or start with a clean slate and build a plan from citizen input, or some other process?
4. Do you agree with the aforementioned high level job description? If not, how would you change it to match your definition of the office?

It's his job to decide if the next build in our settler factory should be a settler or a spearman escort. The Consul's job is to determine which city will be the settler factory
2. Should our cities be categorized by the types of things they will produce? If yes, what categories would you propose?Yes, most definitely. The three categories that are necessary at this stage of the game are (1) settler factory, (2) military unit factory, and (3) wonder factory.
Note: These numbers are the peacetime priority. In wartime, the settler and MU factories change priorities and the wonder factory probably becomes a MU factory.

Do you think our elected leaders should propose their own plans as the presumed national plan and then adjust according to citizen input, or start with a clean slate and build a plan from citizen input, or some other process?The elected leaders should propose plans to the citizenry, who will approve, disapprove, or modify the plans through polling. Of course, if a citizen has a suggestion or recommendation for a plan, the elected leader should acknowledge the suggestion and either adopt it, modify it, or reject it, giving reasons for his actions.
4. Do you agree with the aforementioned high level job description? If not, how would you change it to match your definition of the office?Yes, I agree with it and I don't see any reason to change it.
What do you see as the 2 most important Domestic Policy issues that will need to be addressed during term 2?The most important Domestic Policy issue is how to react to being contained by the Dutch (primarily) and the Indians. We have to expand, but we can't. I would like us to go to war with the Dutch, who I see as the greater threat to our expansion. Therefore, I would put Fanatannia on a war production basis (but not into mobilization).
The second most important Domestic Policy issue is determining which city should be our wonder producer. Right now, it would have to be Donsignia. However, if we conquer The Hague, that could quite easily become the wonder producer.

The Governor is in charge of actually building the things. We don't tell the Governor what to build, that is for a discussion thread. We can influence the Governor as to what a city should be: a worker factory, a unit producing city, and then they'll come up with a queue relating to that.

Right now I think the main categories will be: unit producers, settler or worker producers, and infastructure producers.
Unit producers will help us from having a barracks in all cities, saving us gpt. These cities will most likely be near our core and have a good amount of spt. (I propose 5 spt, at least, to build 6 turn Swords and 4 turn Spears).
Settler and worker producers will have [usually] some bonus food, and will help producing workers and settlers to expand, taking the pressure of the unit producing cities.
Infastructure cities: some coastal cities might need harbors to bring in more gold, and could also build a Library or Market to increase that. Perhaps a city needs a temple as they are under cultural pressure, etc.

I believe they should have a few main points that they should put up for discussion, and listen to the citizen's input. They can certainly have their own opinions though. Starting from the ground up is the best idea.

I agree with it.

The first is definately our expansion, and getting as much room as we can, while not being too thin military-wise.
Secondly, there's going to be a war somewhere, and as the long term city planner, my goal would be to get some cities that need to be producing units 24/7, and we have to get those cities as much spt as possible.

Responding to what you said (I can do this, right?): On Emperor we won't get to build many early wonders, and they cost too many shields. For the price of the Great Lighthouse, a 300 shield wonder, we could build 10 swordsmen that can go and take it for us, letting the AI waste its time.

I agree that at Emperor we can't build too many wonders. I'm presently playing Sid and in the early IA I've built exactly two wonders. However, that doesn't mean we can hope to seize wonders. There are a couple of wonders that I consider key. Adam Smith's Trading Post won't be available to us for quite a while, but the Great Library is visible on the horizon. We should be considering if we want to build a wonder and, if so, where we should build it.
