Before the knowledge of steam is it more efficent to stack workers or to assign them one per tile?
Are there any exceptions to your answer?

1. It's better to stack workers, since they can get a mine and road done much quicker, then go to another city that's about to need another worked tile. Stacked workers are really good for clearing jungle/marsh (i.e., a jungle infested city). It allows the city to utilize a tile in a few turns instead of 24-36 turns. Even if you had 9 workers on 9 different tiles, it's still going to take the 24-36 turns (factoring a difference for industrial civs), and even then, the city's only gonna use 1 tile for the next 10 turns.

if you think you have no chance and you just want to sit on the side lines, what harm would there be with running? who knows you could pull a big upset ;)
