Decides on where to settle with settlers.
The Director of Expansion also oversees the creation of provincal boundaries.
Controls movement of settlers and settler carrying transports.

Questions for the candidates.
1. What is your policy regarding captured cities? Do we keep them or do we raze them?
What factors influence this decision?
2. What are your expansion priorities? Is it to increase the number of cities, to secure bonus resources, strategic resources or luxury resources? Are there any other factors that you would consider>
3. What is your policy regarding Groningen and The Hague? Will you settle around and past them, or will you define our borders by their placement?
4. Why is Groningen startegically important for our expansion plans?

In reply to your questions, Mad-Bax,:
1.I would usually capture cities, unless the city was likely to be re-captured or if the city was in a location which would spoil important expansion plans.
2.My priorities would be to secure strategic resources which we do not already have a source of, and to restrict the Dutch's expansion with strategically placed cities.
3.I would settle around them.
4.Groningen is strategically important as it presents a partial barrier to our expansion and it has proximity to two wines and one horses.

To answer your questions:

90% of the time I would say keep them. The only time I would say to raze it is if we would be in serious danger of losing it immediately, or if it was doing more harm than good to our nation.

Resources are probably a main factor. Namely strategic, but luxeries are important as well. If we can prevent our neighbors from getting a resource, we should secure it and use it for trade. Another factor would be bonus resources and efficiency. We should settle in the site that allows our city to be as productive(food, shields, and commerce) as possible.

This early in the game, we cannot let ourselves be pinned down by the Dutch. We should take as much land as we can. We have a major advantage in being seafaring, we should use it. We can use ships to gain access to other areas when we are stuck on land.

No doubt, Groningen is a major setback in our own expansion. It blocks our path northwest(not completely). We can settle on the land surrounding it aggressively, and either work towards a culture flip or do a little flipping of our own, but thats not my department. We still can take the horses and cattle to the north.
