Last time I checked, Dreadhead7 (science minister) hasn't posted in 48 hours. To keep it all running, I have taken the position of science minister to keep things moving until the science minister returns.

What I want to know is, is there a set time when deputies take over the departmental positions? Or just at important cabinet meetings?

IMHO, it should be like, when Science minister is in, then he, uh she decides, when they're both in,
then she decides again. But when theres only dep. Science minister in, then he decides again. When both are out, then
president decides.

(Oh, sorry, does he actually decide anything or hold just polls about it?:))
