How about an option to involve other CIV into a war that is just supported by your CIV thru either money or tech or troops?
I am thinking that, as example: Your are Germany, Spain and England are right next to you. You engage Spain in diplomatic negotiations to attack England. You would not be activly involved as far as fighting goes but you could supply Spain with GPT, Techs or even troops to fuel the war. Maybe you could even undertake some espionage missions to overthrow some of Englands cities into your own culture.
In the same way you could force other CIV to negotiat peace with some other CIV that might be befreinded to you.
What do you guys think? Will this make CIV more comlicated or more interessting?

In your example, I don,t see what you get.
But I'd like to see more diplomatic actions. In civ3, this part of the game became more important (remember civ2, when trading worlmap is impossible, and trading techs is rare), I think it will gorw in importance with the times.
