shouldn't oil be at sea?
There could be a "offshore platform" unit that goes to sources of oil at sea. This will make stuff fair because the all-grassland civs will have a source of oil somewhere at sea.
Good or Bad idea?

Oil in sea is a good thought as a lot of Oil is in sea in RL.
I just can't figure out how to road the sea-tiles ...

We saw in screenshots fishing nets on fish, so I assume there would be some way to 'harvest' oil, perhaps on Offshore Platforms (do they have a new use now?). I agree that oil in the sea is very realistic, too.

Definatly a good idea realistic and shouldnt be that hard to implement.You could have an offshore platform as a city improvment.That could only be built if that city had oil in water tiles in its radias.I was just thinking about posting this thread myself you beet me to but nice to know people agree with me.

You could have a worker build a pipeline out to sea and build an offshore platform. I think that would work.

I'm pretty sure this idea is already in. I think it was mentioned in one of the interviews.

I'm glad I'm not alone in this. If you have a resource to exploit then you should be required to build the infrastructure to "harvest it" before you are able to trade it/use it. This would include transport links, pipelines, oil well, mine, farms, port facilities etc. Just because resources exist and you know about them doesn't mean you automatically get the benefit of them.
On the off-shore oil platform thing, that is an excellent idea and true to life :)

And pretty feasable in Civ4 too when I think about the quarries I've seen on the screenshots. They all require a road (just as in Civ3 btw) to be exploited.

Yeah, it seems like they are using some of the neat ideas that CTP had and can't wait. If they do have the fishnets and resources which require infrastructure then it's sounding great already.
