Is it possible to make a unit that can create a city but that is capturable? In other words, can I make a settler that when captured by another civ stays a settler instead of becoming 2 slave workers? I was thinking of moddding the Napoleanic conquest so that each civ gets a couple of settlers to fill in the inevitable gaps left by the AI razing cities and I would like to make them capturable.

Yes you can. In General Settings in the editor, change Workers as the captured unit to Settlers.

One thing I've done with that scenario is have the Palace produce Settlers after a long period of time. I've made it 50 turns, I think, and it worked fairly well. There's still room on the map for new cities besides the ones that get razed. It sure would be nice though to have a no razing option.

You should probably set the population to 1, because, iirc, capturing a settler and having them turn into settlers will give you two settlers for everyone captured.

Thanks, that should work. On another note, who knows where I can find out what nation controlled North Africa during the Napoleanic period? I want to add them as a minor civ.

Have in mind, that the way I see it, this might work as a disdvantage or advantage, as it will probably turn all workers you capture to settlers as well.

Another way to do it would be to have settlers cost 0 population (then they should be capturable the same way artilleries are)... of course this means that the settlers need to be more expensive.

To solve the Worker ->Settler (although not the razed city->Settler) problem if you use the other method you could give workers a Very small defense (or make them require no population)
