Kind of like Privateers, we could have Terrorists...

You wouldn't know who's they were. you could find out though somehow. they aren't actually units of your civ, like they aren't true-blooded ... French, but you are funding those terrorists or something.

Any way to mod that in perhaps?

PS-I don't condone terrorism :p

and in the medieval age or stuff, they can be mercenaries or bandits or osmething..

you can mod it into Civ3 already just create a land unit which has hidden nationality and I would add in hidden also and call it Terrorist and allow anyone to build it. For Medival or Early Industrial era call them Merks or Bandits.

Yes that is what the devolpers have said but chances are there is a little bit of terrorism in the game under a different name or something.
