I only have the edition of the editor that came with the game (Civ 3 and PTW) and i can't place cities on any created maps. The select city and the select unit buttons on the toolbar at the top of the program are greyed out ( I can't press them) and I can't find anywhere else on the program that allows me to place cities. Do I have to download a patch that allows me to do this?

theres a button called select active player. set someone and NOW click on the city/unit button
