Ok, downloaded the Colonize modpack but kept getting game crashes, specifically the FILE NOT FOUND Arts\Units\Worker\..\Worker Modern Times\WorkerModernCapture.wav. So, I give up on the Colonzie modpack even after trying all the fixes outlined in the Colonize thread. I move on to the American Continent Mod and load that up. Low and behold, as I'm starting the game, I get the same error message. So, I decide to try any game at all. Every game now comes up with this screen after you choose your civilization and the game begins to load. I can't play anything. So, I uninstall every version of Civilization I have. Civ 3, Civ PTW, and C3C. I even clean out the registry to be safe. I reload every game and I'm still getting the error message. The only thing I didn't do was to completely clean out the downloaded mods that I have. Is that the solution or is there an easier one?

Wrong forum. You should post this is the main Creation and Customization forum.
Or, you just pm the creator of the mod and ask him personally.
Since it does keep happening to you, you for sure are doing something wrong, as both of those mods have been playable.
If you are just wanting to play a normal game(no mods, no scenarios, no nothing) and it is crashing like that, even after you reinstalled the game, I'd email the support group of civ.

Sorry about the wrong forum. It all started with installing a mod, so I figured....... I think the next step is to burn my downloaded modpacks to a CD, uninstall everything Civ related, and go from there. Weird situation though.

1) Only that specific file? Why not renaming any .wav and place it there?
2) Guess Ca. stands for California, but nevertheless: Do you happen to have a non-English language version of Civ3 (PtW/C3C don't matter, only the original game)?
