i think that there should be a popularity category for your rule and if your pop. gets low enough in a city/state it rebells causing a civil war. popularity should be based on how far away cities are from capitol, amount of corruption in city, and how other civs think of you. (more ideas welcome) an example is trying to build a courthouse in a corrupt city. the cities mayor could try to block the courthouse because he is corrupt. if your popularity was at say 30% then building the courthouse has a big chance of causing a rebellion. say the city rebels. i think it should be allowed to build units faster they have a higher def. value and it has to be recounquered in a cetain number of turns to give it a better chance to win. improvements or criticsims welcome

Well, from what I've heard I'm not sure corruption will be in Civ4, at least not in the same way it is now. I think Aussie_Lurker or whatever his name is said he'd come to the conclusion that it was involved with the new health thing somehow.

Maybe if the city has low health that happens?

I guess I like the bar idea, I'm not sure how I'll be able to check whether or not my citizens are happy because of the whole "what you see is what you get" thing.

Is the only known way to check it to see if the tile is animated? I'm not sure I'd like that...
