Construction Aid Workers - The Army Corps of Engineers

Now that we have Replaceable Parts, we can use civil engineers for production boosts in our most corrupted cities. But there is another way to engineer some production. Infantry, cavalry and even artillery regiments can be sent from our core region to the outlying parts of the empire, and aid in construction work (and mysteriously disappear in the process). Cavalry and artillery regiments will add 20 shields to the production bin, infantry a whopping 22.

Some of our core cities have finished their universities, banks and cathedrals, and could start producing such units during the next TC or shortly after. What do you think?

This plan will require some cooperation between the governors and the army commander, because (I think) the army commander has to release the Army Engineers for disbanding.

I wouldn't deplete our army too much. There's still civs out there (remember, some might be getting cavs soon themselves, if not already). We need some defenses.

The one reason the AI likes to declare war on us is....

We have no defenses in our cities! ;)

I am talking about disbanding newly constructed units, not about disbanding existing ones. Of course, if the army commander indicates he needs more forces, then those will be trained first.
