You know that big building at the start movie. Its just stone at the bottom then it gets more tech?
Maybe if your the first one to build that, you win the Wonder Victory. Itll cost 10k shield to make. And produces 100 culture a turn. The culture is there if Wonder victory is turned off and you want to win culture victory.
