I really like Civ3. But I think its ideeas about war could be a little improved, making battles closer to reality and more attractive. Some of my ideeas are written below:
I don't know why early units (until Industrial age) can attack only once in one turn. I understand they can't attack the same city, but why can't they attack other enemy units?
In Civ3, after attacking an enemy unit or city, the player's units can spend the movement points remaining from that turn, moving a few tiles. But I think any unit, at the and of an attack should have the possibility to fortify. I said fortify, not moving from the place of the attack.
Cities should generate a bonus defense, depending of their size. I mean that a city without any defense units waits one or more turns, depending of its population, until it is razed or conquered:
A city of population 1 or 2 shouldn't wait any turn.
A city of population 3 to 6 should generate one turn of defense.
A city of population 7 to 10 should generate 2 turns of defense.
A city of population 11 to 12 should generate 2 or 3 turns, depending of the culture of the conqueror.
A city with more than 12 should generate 3 turns of defense.
This ideea will make wars more realistic, but it should be limited. A country that destroyed all the enemy units in a city should have a choice, something like: "Assimilate the city" (which lets the city grow and have its production, while it is stil ruled by the enemy, and only after the number of turns above you have control of it) or "Attack the citizens" (which makes your units conquer the city in that moment, but losing 2 population and half of the gold in that city). If the city is the capital of your enemy's country, this bonus defense should be increased with one turn and the population lost in attacking the citizens will be 3. The same rules if the city is a very important cultural centre, or if it has great wonders. While a city uses this bonus the production in it can be roushed by the enemy. If you don't attack the citizens, they should become your nationality after conquering them (e.g. if you are roman, fighting the Persians, and you conquered Pasagradae and didn't attacked the citizens, after the number of turns above the citizens will become romans)
This bonus can be used by a city once at ten turns, and if 1 or 2 turn(s) from the bonus is gone, the city is not conqered by you, and you destroy all its defense again in less than 10 turns the bonus that city has should be 1 or 2 turn(s) shorter.
Units shouldn't become veteran or elite only by the number of battles won or by buiding barrackas, They should also have, independent of the regular, veteran or elite category, 6 ranks obtained by building one training hall for each type of unit (mounted, aerian, naval, etc.) in your capital. These halls should be used to train units. After some turns spent on training a kind of unit (Cavalry, Tank, Musketman, etc), each city connected to the capital should be able to produce better units of that type. Units should have higher rank after each session of 3 turns spent with training them. During this sessions, units can't attack, but can defend cities or defend themselves.
For example: a tank had rank 2, and after 2 training sessions of 3 turns it has rank 4. The higher the rank, the more succesful in battles.
To everyone who reads this thread: send replies with new ideeas, because togheter we could have very good sugesstions, and maybe we'll see all them in Civ4!
