When we give RegentMan and Ginger Ale our civ lists, do they need to be in order of 1 to 5, with one being the highest and five being the lowest?

Yes. That way I can try to give each team their preferred civ.

With 4 teams, why do we need the 5th civ?

Probably because Ginger_Ale and myself were used to "Top 5" as opposed to "Top 4." Forgive us! :p
