I would prefer 20 turns. Considering we are playing wioth other humans, things are likely to change quickly; and while someone may be a great Domestic minister to engineer a strong economy, they may not be the best to find sacrifices to make for a war effort.

Shorter the better. 20 sounds reasonable enough :).
