Simle question, do we start nominations and possibly elections before the rules are ratified?

Yes -- go ahead and start (and fix it later)
No -- wait and make sure it doesn't need to be fixed
Abstain

This is a quickie, poll will only be open for 24 hours. I'm only bothering with it to make sure a mutiny won't develop if we do start. ;)

Well, I have no quarlms about starting the nominations early.

since the constitution base has been decided on and we just need to fix here and tweak there, i see no problem with starting early. we just need to decide on terms and stuff. you know: will the first term be shorter, when do we start terms, when will noms. go up, etc...

We will probably be breaking (or conveniently bending) some sort of rule this term anyway by having the off-nomination cycle anyway, so why stop there? I guess we can use "implied" election rules to get this thing going.

I hope we don't carry this mentality into the Civ4 game........

its not technically breaking the law, since the law hasn't been ratified yet ;)
