You will find a list of all of the civilizations and their leaders and cities here. The cities that are bold are the ones that we will keep from that civilzation, should we go to war with them. All others will be razed.

In this sense, Expatriate means " One who has taken up residence in a foreign country."

Yup, I am governor of each city that we're allowed to take from an AI. Once we get some turns into the game, I will make this thread much more exciting than it is now. One to rival good ol' R & T!

Only a question: if the number of national citizens in a captured city surpass the number of foreign citizens or if the foreign citizens disappear, will we have to elect a new governor for that city or does it continue in the hands of the expatriate governor?

When I first heard the word (on CNN last year), I thought they were saying ex-patriot. ;)

Nope. It's still in the hands of the Expatriate Governor.
