Is there a FREE program that can convert pcx-files into flc??

Yes. Are we talking unit flc's or leaderhead flc's?
For units you can use either FLICster or Cyberdreyk's civ3flcedit tool. Bothcan be found in the utilities forum.
I don't know what program to use to create leaderheads, but I'm sure someone else can tell you.

Ok, I have downloaded FLICster. What I want to do is converting a PCX-file to a flc. I don't know how to do that. Can do that with FLICster?? Please tell me how.

I think that Cyberdreyk's tool may be able to make LH's, I haven't used it for that, but it can display LH's at least.

Yes it is. I'm making a scenario with all the civs from Rome: Total War.
