I think keep the horse where he is. Barbarians are the only worry and the horse can't defend too well against a horde. I suppose I am one of those "urban sprawl" advocates that Civ III charges 2 population units a settler to discourage, but I say more cities are always good. Now it could just be the length of time between turns, but it seems to me we've gone a long way without any barbs popping up or landing on our coast, and are due. Barbarians are but a bumbling band of bimbos, and we need not concern ourselves with their likes yet. It is imperative that we continue our expansion, unhindered. There is time for a phalanx later. Barbs are a one turn bribe, and could be back, and to lose a city at this stage is foolhardy.
