IN CHARGE FOR DEVELOPING THE VIA ZEUS AND BUILD TWO RESOURCE FORTS

This will effectively run the southern province and most of our military activities as Military Minister, with governor privileges of city builds in Southern Province. The leader is still tasked in meeting the long term task requirements.
