"Law of Governance" for powers, polls, mandates and agreements on build queues. TimBentley and Xerol, and myself are responsible for making these laws. when we come to an agreement, we will put it up for official polling. so let's get started:

polls: for a poll to pass, more than 50% of the people who voted must vote yes.

build queues: to make a long term build queue official, a Satrap must make a thread for the citizenry to approve the queue. if the citizenry approve the queue, then the queue can be put in the instruction thread and becomes official.

this sound good? any other ideas?

Sounds like a good start Greelguy, just remember how to handle tied votes, due procedure for setting up a proposal, how to handle short term and long term plans (long term plans need some protection and so on). No need to make it legalese, just sound rules everyone can agree with.

how's this sound:

during times of peace, governors control all units that were produced in teh city they govern. if we have a military guy, then he will control all units in times of war.

That would be strange if a MP for one city was produced in another city. Perhaps the governors could control the troops garrisoned in their city and the military person would control other (for example, exploring) units. Or perhaps just giving the military person full control would be easier.

I would say tied votes would be broken by the official who made the poll.

There should probably some rule where anything sufficiently significant has to be discussed (eg don't just go to war without discussion), and polled if there is a lack of unanimity.
