We're getting a new settler on the next turns, so, should this settler build a new city or begins to irrigate and to build roads?

Certainly a new city. I'd like to see that Shield Grassland filled area with a city as soon as possible.

Fast expansion is the key, I vote for another city.

We can build roads and farming AFTER the island is full, and we only need worry about pirates. (Barbs won't appear in a city radius)

As the only member of the OACF, I say the sooner we fill this miserable island with cities, the faster I can get to Colonization!!!
