Ahh, but just because we have selected a tech to research next, doesn't mean we actually have to research it! If the slider is 0% Sci, we're not going to be researching all that fast.

as a panelist of the PSC i have to say that in the future you should put abstain option into all polls. citizens have the right to abstain.
