Several good choices, but I would go with map making first, since we are on a small island, followed by Warrior code (which will allow Fued and the Sun Tzu wonder), or if an aggressive enemy is about, Polytheism to build elephants.

Writing is also needed for diplos, and it's on the Phil track, so it's a stong consideration.

This Watcher feels we need more land, so map-making first. We need ships fast! ;)

Map making, our island is too small for such a big map.

Good! This Colonist feels that Triremes must be built quickly, so as not to lose momentum. The Colonists are willing and almost ready to Explore and Colonize, and if necessary (I hope not) Raid.
